It was fear on 2 fronts by Rove and company.

1. Interesting numbers
Texas had a number of interesting house races that contributed to additional turnout. Example: Tarrant Co. had 630,000 voters in 2004 vs 475,000 in 2000. Even accounting for a slight increase in population, this is a huge increase. Obviously, Bush rec'd the lion's share of these extra presidential votes.

Without question, these house races helped push Bush's popular vote numbers up. An extra bonus for the R's in redistricting.
