Why did Bush so little to prevent 9/11?

9/11 gave Bush a big boost in his approval rating. If it had been the other way around, he would have done much more to prevent it.

The corrupt culture of the Republican party enhanced this. For the Republicans' sponsors a strong approval rating means tax cuts etc., which is more important to them than 9/11.

"On purpose" is of course a strong statement, perhaps they simply didn't care so much.
