Why do DUers call every issue that pops up this month "the Oct. Surprise"?

Nothing has been all that surprising, so far. Also, the third debate is still fresh in the minds of the public. You'd assume that any effective "October Surprise" would happen near the end of October, so as to minimize any media backlash.
