STATEMENT BY THE PRESIDENT OF THE SPANISH
GOVERNMENT, MR. JOSE LUIS RODRIGUEZ ZAPATERO, TO
THE GENERAL DEBATE OF THE 59TH PERIOD OF SESSIONS
OF THE UNITED NATIONS GENERAL ASSEMBLY

Treinta años resistiendo al terrorismo nos han enseñado que el mayor riesgo de una victoria de los terroristas se produce cuando para luchar contra el terror la democracia traiciona su propia esencia, los estados limitan las libertades, cuestionan las garantías judiciales o realizan operaciones militares preventivas. Eso es lo que ha aprendido mi pueblo: que es con la legalidad, la democracia y la política como somos más fuertes y ellos más débiles.
Resistiremos al terrorismo. Nuestra historia es nuestro aval. Seguiremos nuestro combate contra el terrorismo. Pero lo haremos siempre desde la legalidad nacional e internacional. Lo haremos desde el respeto a los Derechos Humanos y a las Naciones Unidas, y sólo así. No es sólo la ética de la convicción la que nos impulsa, es sobre todo la convicción de la ética. La convicción de que es así, desde la legalidad, y sólo así, como se gana el combate al terrorismo.
From thirty years of terrorism we have learned that the
risk of a terrorist victory rises sharply when, in order to
fight terror, democracy betrays its fundamental nature,
governments curtail civil liberties, put judicial
guaranties at risk, or carry out pre-emptive military
operations. This is what our people have learned: that it
is legality, democracy and political means and ways what
makes us stronger and them weaker.
We will resist terrorism. Our history endorses our resolve.
We will pursue our fight against terrorism. But we will
always do so within the framework of both domestic and
international legality. We will do so always respecting
Human Rights and our commitment to the United Nations, and
in no other way. It is not only the ethics of our beliefs
that move us, but also and above all our belief in ethics.
Our conviction is that legality, and only legality, will
allows us to prevail in the fight against terrorism.

Por eso la corrección de las grandes injusticias políticas y económicas que asolan el planeta, privaría a los terroristas de sustento popular. Cuánta más gente viva en condiciones dignas en el mundo, más seguros estaremos todos.
Thus, redressing the major political and economic
injustices that affect our world would deprive terrorists
of their popular support. The more people there are who
enjoy dignified conditions around the world, the safer we
will all be.

En este contexto quiero referirme a Iraq. Pero ante todo quiero referirme a los miles de víctimas que este conflicto ha originado, a los iraquíes y a los soldados y civiles que allí han perdido la vida. Para ellos y para sus países, nuestra permanente solidaridad.
La abrumadora mayoría del pueblo español se manifestó en contra de una guerra. No nos convencieron las razones que esgrimían quienes la promovieron.
Manifestamos esta opinión en el Parlamento español, en las calles. A gritos, bien alto. Dijimos también que la guerra era mucho más fácil de ganar que la paz. La paz es la tarea. Una tarea que exige más valentía, más determinación y más heroísmo que la guerra. Por eso las tropas españolas regresaron de Iraq.
In this context, I would like to speak about Iraq. But
above all I would like to speak about the thousands of
victims of this conflict, about the Iraqis and about the
soldiers and civilians who lost their lives. We express our
permanent solidarity to them and to their countries.
The overwhelming majority of people in Spain spoke out
against the war. We were not persuaded by the reasons given
by those who promoted the war.
We expressed this view both at the Spanish Parliament and
in the streets. We spoke out loudly, we shouted. We also
said that winning the war would be much easier than winning
the peace. Peace must be our endeavour. An endeavour that
requires more courage, more determination and more heroism
than the war itself. That is why the Spanish troops
returned from Iraq.

La seguridad y la paz solo se extenderán con la fuerza de las Naciones Unidas, la fuerza de la legalidad internacional, la fuerza de los derechos humanos, la fuerza de la democracia, de los hombres sometidos a las leyes, de la igualdad, de la igualdad de las mujeres y los hombres, de la igualdad en las oportunidades se nazca donde se nazca. La fuerza frente a quienes manipulan o quieren imponer cualquier religión o creencia. La fuerza de la educación y la cultura. La cultura es siempre paz. Consigamos que la percepción del otro este teñida de respeto. La fuerza del diálogo entre los pueblos.
Peace and security will only spread over the world with the
strength of international legality, with the strength of
human rights, with the strength of democracy, of abidance
by the law. With the strength of equality: equality between
women and men, equal opportunities, no matter where people
are born. With the strength of our rejection against those
who manipulate or want to impose any kind of religion or
belief. With the strength of education and culture: culture
is always peace; let us ensure that our perception of
others is coloured with respect. With the strength of
dialogue among peoples.

Esta es la casa de las Naciones, pero solo veo a hombres y mujeres, solo escucho las voces de hombres y mujeres que representan a miles de millones de hombres y mujeres. Y de todas esas voces, muchas tenues, casi silenciosas, voces de niños, casi sin fuerza, sin esperanza, viven en tierras asoladas por la pobreza y las desigualdades.
A ellos me quiero dirigir ahora para proclamar que España apoya los objetivos de la Declaración del Milenio en materia de desarrollo, de erradicación de la pobreza y de preservación del medio ambiente. La pobreza es la causa principal de los movimientos migratorios incontrolados. Pero ningún muro, por alto que sea, impedirá a los que la sufren intentar huir de la miseria para conquistar su dignidad de seres humanos.
This is the house of Nations, but I only see women and men.
I only hear the voices of women and men who represent
billions of women and men. And many of these voices - often
feeble, barely audible, voices of children, weak, without
hope - come from poverty-stricken lands, plagued with
inequality.
It is them who I want to address now to declare that Spain
endorses the Millennium Declaration objectives as regards
development, poverty eradication and preservation of the
environment. Poverty is the main cause of uncontrolled
migration flows. Let us be certain that no wall, however
tall, will prevent those who endure extreme poverty from
trying to escape and pursue their dignity as human beings.

La paz y la seguridad en el mundo exigen el respeto a la legalidad. Por ello, España quiere promover el eficaz funcionamiento de la Corte Penal Internacional. Con este fin, quiero hacer un llamamiento a todos los Estados que no hayan ratificado todavía el Estatuto de la Corte para que lo hagan íntegramente, sin condiciones ni demoras, y, de este modo, nos ayuden en el empeño común de construir un mundo más justo
World peace and security cannot be ensured without respect
for legality. Therefore, Spain wishes to promote the
effective functioning of the International Criminal Court.
To that end, I would call upon all States who have yet to
ratify the ICC Statute to do so fully, unconditionally and
without delay, and thus help us in our common endeavour to
build a more just world.

Las Naciones Unidas nacieron de la necesidad y de los ideales. Fueron hombres y mujeres que afirmaron su fe en el entendimiento de pueblos, de culturas de países y nos dejaron un legado de utopía. Pensaron que todo estaba a su alcance, la superación de viejos conflictos, la lucha contra la pobreza, derechos para cada ser humano. Y hoy nos podríamos preguntar ¿qué esta a nuestro alcance?
Está casi todo. Es verdad que la historia de la humanidad no nos da demasiados motivos para el optimismo. Tampoco el mundo actual nos da muchas razones para mirar con superioridad a los hombres que nos precedieron. Uno de cada tres países en el mundo no vive en un régimen de li bertad. Pervive la tortura. Hay en el mundo más de treinta conflictos armados. La mitad de las víctimas de la guerra son niños. Cinco millones de personas padecen el sida. Mil millones de seres humanos viven con un dólar al día. Más de ochocientos millones de adultos son analfabetos. Más de ciento cincuenta millones de niños no tienen acceso a ningún tipo de educación. Más de mil millones de personas carecen de agua potable. No. No, tampoco ahora los seres humanos nos podemos sentir muy orgullosos.
Debemos luchar por superar esta situación. Las españolas y los españoles de hoy estamos dispuestos a que las mujeres y hombres que nos sucedan puedan decir: "Ellos sí lo hicieron."
The United Nations was born out of necessity and ideals. It
was built by women and men who asserted their faith in the
understanding among peoples and cultures. They left us
Utopia as a legacy. They thought that every goal was within
their reach: settling old conflicts, eradicating poverty,
ensuring rights for every human being; and today we could
ask ourselves: what is within our reach?
Almost everything. True, human kind's history does not
provide us with many reasons to be optimistic. Nor does the
world of today offer us many reasons to feel superior to
the women and men that preceded us. One third of the
countries that exist in the world does not enjoy a system
of liberties. Torture continues to exist. There are more
than thirty conflicts around the world today. Half of the
war victims are children. Five million people are suffering
from A.I.D.S. One billion human beings subsist with less
than one dollar a day. More than eight hundred million
adults are illiterate. More than one hundred and fifty
million children do not have access to any sort of
education. More than one billion people are deprived of
drinking water. No, we human beings cannot feel very proud
of ourselves today.
We definitely need to change this. We, the Spanish women
and men of today, are resolved to make it possible for
those who come after us to be able to say: "Yes, they did
it!".
