2. Wouldn't it depend if they were seeking asylum? Or established a family?

I'd have a huge problem deporting someone who was facing civil unrest or death squads upon returning to their homeland.

There are less extreme situations, too. There was a case recently of a young man who had lived most of his life in the USA yet was deported to Chile, IIRC, because his mother lost her residency (by which he was staying in the US) for some reason. So this 18-yo kid who doesn't even speak fluent Spanish ends up deported to South America to start over.

If the problem is undocumented or misdocumented aliens, deportation is the most extreme solution.
