how are registered voters different from likely voters?

It seems to me that if someone has taken the time to register they are likely to vote.

Yet when you read polls the results are different for these two groups.

Can someone explain? :think:

you register it's valid until you move

likely voters are folks who actually voted in the last election

3. "Likely voters" is a more select group

than registered voters. As AZDemDist6 points out, "likely" voters actually voted last time around. What we need are more unlikely voters, those who haven't voted lately, or ever. A lot of those are potential Democratic supporters.
