Michigan's unemployment rate dropped slightly in June to 6.5 percent but the state continued to lose manufacturing jobs. "We've got a plan in place," Bush said. "The economy's improving. It's getting better. Factory orders are on the rise. Manufacturing jobs are coming back. The unemployment rate has fallen a full percent. And we're not going to rest until everybody who wants to work can find a job."
