Once difference between Arnold and Jesse
Jesse actually had a platform. His appeal to young voters wasn't just his star appeal, but also his libertarian views on pot and prostitution, and he also appealed to fiscal conservatives and moderate Republicans through that as well. What is Arnold running on besides "vote for me, I'm famous"?

3. How Jesse can "hurt" Arnold
Jesse had at least run a small town as mayor and, as governor, he left office with (apparently) no one at all too happy with him.

Old Jesse already did the "I'm a star! I'm an unusual straight-talking celebrity! Vote for me for fun!" number along with some governmental/political experience which Arnold cannot claim. The novelty of the celebrity candidate would probably be more interesting if Jesse had not already done it---and, I might add, did it in a similar "kickin' ass and takin' names" action hero persona from the wrasslin' ring. Arnold might be able to get some numbskulls on the legal pot, etc platform and some others on the "repub" label, and still some on the vaguely libertarian conservatism he hints at. But, two things hurt---Jesse already did this with a tiny bit more going for him in an experiential sense and Jesse wasn't a great success by any means when he did.
