This was the letter that launched thee invasion of Iraq. See the comment about "including those nations, organizations, or persons who planned, authorized, committed, or aided the terrorist attacks that occurred on September 11, 2001. "? Seems Dubya did start the war with a claim that Iraq was connected to 9-11 after all!

comma and say that was an OR:
acting pursuant to the Constitution and Public Law 107-243 is consistent with the United States and other countries continuing to take the necessary actions against international terrorists and terrorist organizations,

2. it's the word 'including' that gets him off

he did fail to say 'but not limited to', but it's still a stretch.

3. He was running into legal obstacles with the second vote,
so he had to go with the original 9-11 authorization. That's why he kept trying to join Sadam and 9-11. And note, he can still use that excuse on any other country. It is still in effect.

This also lets Kerry and all the other Dems off the hook for the invaion - sort of.
