Does the line item veto still exist?

The reason I asked is because the House passed a bill today that was meant to fix a $4 Billion dollar subsidy that the internatiol court ruled illegal:

Instead this bill has transformed into a $155 Billion dollar tax giveaway loaded with pork. I was too young when the line item veto was passed to understand what it did, but I remember that it had something to do with vetoeing particular items, ie pork. Now I have not heard of it being used by Bush since he got into office so I was wondering if it still exists(not that he would use it even if it did).

I would hope that if it does still exist, and Kerry wins, he will use it to help eliminate a lot of this pork barrel politics.

I believe it was ruled unconstitutional. We need a constitutional amendment to put it back in, and that's not likely.
