but it looks to me like he was walking away from the guy whose name I should know, and then the guy called to him or something, and so bush is turning from the direction he was walking (his right foot) and going back to face the guy behind him (left foot coming around).

Awkward, but not remarkable IMO.

Since the Bush campaign appears to have only the memory of RR to campaign on, perhaps W is trying to suggest subtly that he is The Gipper with this pose:
