WASHINGTON, May 27 (UPI) -- Presumptive Democratic Party presidential candidate Sen. John Kerry of Massachusetts made his first foray into the realm of national security policy Thursday with the unveiling of a four-point plan that appears noticeably similar to President Bush's policy, pre-emption and all.

The principal goal of his plan, Kerry said, was to protect the United States from terrorist groups and prevent them from gaining weapons of mass destruction.

Watch how they turn this around

"And our overriding mission will be to disrupt and destroy their terrorist cells," he said in prepared remarks delivered in Seattle.

The policy of pre-emption first emerged after the terror attacks of Sept. 11, 2001.
