Department of Homeland Security question.

I've heard and read a few times on here that Clinton or the Democrats wanted to form this office in the late 90's but it was voted down by the Republicans. I've googled and searched the archives here but haven't found much outside of statements with no sources. Can anyone shed any light on this as far the specifics or is there no truth to this at all?
