Question: To what extent did nations violate the U.N. sanctions on Iraq?

Question: To what extent did nations violate the U.N. sanctions on Iraq?
I know there have been charges that France, Russia, Halliburton, and others violated the sanctions that the U.N. put on Hussein's Iraq. Have these charges been confirmed? Do you know of a good link to an article on this subject?

2. Darn it! I always get there to late to post exactly what I want. You
beat me to it. But I do think Halliburton is a nation. At least their income is larger than a lot of nations' in this world.
