US diplomatic official who told Berg's family he was in custody wrote this

She had been at the Al Rashid Hotel last October when it was attacked. Her story was printed in the Jan 2004 Foreign Service Journal. She seems like a helpful woman, and she had received an award for her brave services on the night of the attack. I wonder what information she will be able to provide in this investigation.

At this site, Ken O'Keefe is trying to renounce his US citizenship in Baghdad. He receives a letter from Beth A. Payne at the US Consular Office in Baghdad. She says she doesn't have some added trifling paperwork at her office, saying "the consular office here is limited to providing emergency services to American citizens. Beth"

I wonder how a guy like Berg, who's under the jurisdiction of the US Consulate via the US military can suddenly be beheaded?
