Specter: $10 Billion loan to Iraq. Whatever became of that? Congress needs info on what $ is being spent and what purpose? Congress is the trustee. Needs to know all about the accounts. pRez was insistent on having $ in the form of a grant. What can Iraq pay for (instead of US taxpayer)?

Rummy: Appropriate to debate. pRez concluded amount should be a grant. A single amount should be a grant to jumpstart Iraq. Rummy says no other $ should go to Iraq except for security. US tincupped the world and got more $.
