The Problem at the Prisons was intelligently identified by congressman Buyer (republican). I saw him interviewed on CNN-Asia and it was very enlightening. His first point was that there were (and are) no members of the Judge Advocate General's Office (JAG) anywhere at the prison. It is JAG's responsibility (and after having served in the military and worked a few times withe them I know them to be highly competant and honorable) to oversee the interrogation of prisoners and the movement of same, it's unlikely this bizarre and barbaric behavior would have occurred. What I find most interesting about this whole mess is that the new Prison Commander is saying procedure is being properly followed. If there is no JAG officials at the site to oversee the prisoners then military procedure is NOT being followed.
His second point, and I think this goes to the heart of the problem, is that we are trying to run a multi-billion dollar operation as if the US Government was Wal-Mart. How cost-effective (i.e. CHEAP) can we run this operation. The prison is understaffed, over-worked and improperly trained.
This comes from a REPUBLICAN congressman.

That was a good interview--very enlightening
It seems that Republicans with military experience seem to have a rather dim view of the Bush administration policy.

Congressman: Prison advisory plan was rejected
Pentagon wouldn't let him go to Abu Ghraib early in war, he says

WASHINGTON (CNN) -- A congressman with experience in military detention said Saturday that the Pentagon rejected an Army plan to send him to advise the military police commander who oversaw Baghdad's Abu Ghraib prison in the early months of the war in Iraq.

Rep. Steve Buyer said he was disappointed by the decision -- which came months before the Army first reported allegations that prisoners at Abu Ghraib were being abused.

"It was pretty dumbfounding to me," he told CNN, "and disappointing that the Army had this plan to send me and the said no."

4. I believe JAGs are devoted
They pass on a lucrative private practice to serve for relative peanuts. But I think the "cheap" part only seems to apply to actual military endeavors. (no payoff or kickbacks?)
If a "contractor" says they need $10mil / month it's rubber stamp time. Maybe thats why what used to cost $4bil per month is now $6bil.

A falling out among thieves had to come in the wake of this 'Iraqtica Gate' Calamity! The Bush coat tails are too hot to handle! I can tell the Rats where to find sympathy, it's in the dictionary between Shit and Syphilis!
