3. Actually the answer is YES.
If he goes or stays, he is still a liability. Someone has to take the fall, get tossed off the troika to the wolves, be the patsy, get blamed,

Loyalty only goes so far. After all politics is still a business.

4. I say it's lose/lose. The "war" is already lost. America's image is
tarnished. The horse is out the barn.

And these criminal are on their way out.
