Does Bushs' National Guard still practice segregation and inequality?

I need help understanding some facts about the National Guard. Yes the same National Guard that Bush claims to have been a part of. How is the National Guard different from the rest of the military service? The reason I ask is because I am reading a book written by the longest serving Justice in the history of the U.S. Supreme Court - William O. Douglas. He says on page 186 of his book Nature's Justice in the chapter titled Mr. Lincoln and the Negroes - while discussing segregation in the military the following:

That inequality in treatment cast a long shadow across the pages of American history. The Negro, though freed, suffered discrimination even when he was a soldier or sailor. Not until the 1940's were steps taken to end the practice of segregating Negroes in the Armed Services. Not until 1954 was segregation in the Armed Services completely and finally uprooted - a provision that has not, however, been extended to the National Guard. .

I haven't been able to find much on the National Guard when googling, except to see where they have been sent out during riots etc.

Does the National Guard still practice segregation or inequality?

1. WOW!! Great question.
Here is an interesting link that I have found. I don'yt know if it answers your question. The question being is who joins the national Guard, and are some people not allowed to join, or is it an open field?
