4. Byrd addresses the Constitutional issue of the funds --
as well as Iraq, in a great, great speech:

"Congress also demands and deserves the simple and unvarnished truth from the Executive Branch. As a co-equal branch of government, as the body in which the Constitution vests the power of the purse, Congress requires the truth from the President. This is what makes the recent allegations in Bob Woodward's new book regarding the redirection of appropriated funds into clandestine preparations for the war on Iraq so disturbing. If the President, as alleged in this book, made the decision to wage war against Iraq and secretly spent appropriated funds to prepare for that war without prior consultation with Congress, then the letter of the law, the intent of the law, and the Constitutional power of the purse, have been subverted. This would be not only a very grave breach of trust on the part of the Administration, but also a very grave abuse of power."

5. It looks like
he ad libbed some of it. The part that the United States does not have kings isn't in the text and neither is the "cannon fodder" part. Wow, thats pretty damn impressive to be on the floor of the Senate, yelling at Shrub, and winging your way through an exellent speach!

8. Given the track record for dissenters

7. as always, awesome
this man is so eloquent, so informed and not afraid to tell it like it is. it occurred to me that there is nothing in this speech that "the common man" cannot understand; it is not wonkish, filled with big words or over the heads of the average high school age person. this is how we could reach the public, if only the public were given the chance to hear this and decide for themselves. alas, these kinds of inspired and inspiring speeches will only be seen and heard by the die hards like us.
