We need to focus on why he refused an order to take his flight physical. Not the AWOL issue or anything else. Why did he not follow orders? It was a mandatory physical. MANDATORY. In other words a direct order and he disobeyed. Why? We need to only focus on the absolute and leave speculation behind. We don't want to muddy the waters anymore than they are now. Why did Bush* refuse his mandatory physical? Disobeying orders is a crime.

5. Bush's failure to take physical is very important

The only explanation offered by Bush has been that He decided that he was not going to fly any longer. Normally, a member of the military does not get to take themselves out of active duty simply because they do not feel like it.

The explanation that has been advanced by some is that the year that Bush refused to take his exam was also the first year of drug testing.
