Does Woodward's book say exactly which appropriation the $700 million for Iraq planning was taken from?

If not, has Bob Woodward specified that since then?

1. Yes, from the Afghan effort

It was voted on by Congress. They approved $700 million for the war and anti-terror efforts in Afghanistan. This was diverted to Iraq. It is completely illegal and once again proves how the Iraq war undermines the war on terror.

2. I was listening to C-Span 3 a few minutes ago and they said they

had answered that already. They only spent something like 178 million and it was perfectly legal because they were the funds for terror. The committee did not protest, so apparently they are swallowing this in its entirety.
