The US is the most inappropriate nation in the world to act as a fair policeman and judge. Face it, every country only mostly cares for itself and it can hardly be depended upon to act fairly when its own interests are involved. You only need to look at the repressed in Palestine to know it is so. They have no power to bring to the negotiating table to be on equal terms with the Israelis and they're just being pushed around as dispensable political pawns by the US. They have nothing to make the world sit up and pay attention except for their suicide bombers and they can make headlines, misery, death for the people and headaches for the politicians but hardly enough to drive the Israelis to compromise. We definitely need a impartial power like the UN only that the UN is without power. And without power, you can't so much as demand fairness. This is the lesson that we can all learn, courtesy of the neocons. So I don't think that's the solution. One solution is probably a bi or multipolar world where there's another power pole. But of course, history and experience has shown that it can also create different problems and maybe even make the world a more dangerous place. In an impossible utopian world of course, we all live in peace and disputes are arbitrated by the UN but given recent events and the direction this superpower is going, I think it's gonna be a very very distant dream...
