there's no escape from taxes ... you pay less in Federal taxes, the Fed. cuts aid to the states, then the states either raise taxes or they pass it along to the localities (via property taxes)

3. taxes always matter
and they will always affect behavior the same way...the more you tax something, the less popular it becomes..
