1. Something is being plotted

Bush is going down fast, and this declassified memo will sink him further. He's got to be plotting something, or he wouldn't be so quiet right now. Of course, he's probably drunker than a skunk, and they do tend to hide him when the situation calls for skill and verbal dexterity (remember him disappearing during the Florida counts, with the shiner, um, boil, on his cheek?).

I got no problem with them capturing Bin Laden. I'd even raise a glass to Bush for a moment if he brought him in alive-- not that there's any chance Bush would be that dumb. I think if he does any trickery right now, though, it will backfire on him, including capturing Usama. He may bury the Commission behind that story, but I think people will suspect that it was too convenient, and will trust him less. He's failed at everything, if he convinces people they can't trust him, he has nothing to campaign on.

5. The question is: How hurt are they?

As far as I know, James "The Fixer" Baker hasn't slithered onto the scene, so it can't be as important as say... stealing an election.
