If Bush Doctrine is a TRUE Repudiation of Past Support for Dictators....

Condi Rice seemed to be saying the Bush Doctrine was a repudiation of past US support for dictators. How noble!

But if this were true... as opposed to being a smokescreen for some hidden agenda, would we not see some OTHER evidence that Bush wanted to forever change the course of US foreign policy?

I'm sure Bush could better sell this line if he had also called for for immediate investigations into past policies and was willing to see former US officials punished for any violations of international law.

3. Yeah, right.
I'm sure that the governments of:

Uzbekistan
Pakistan
Saudi Arabia
Kuwait
Ukraine
Tajikistan

and other "friends" are extremely nervous.

What a farce.

4. U.S. ignores human rights when it is convenient
After a wave of bombings and attacks across Uzbekistan left 40 dead last week, the Bush Administration quickly offered the strategic Central Asian state help in "fighting Islamic terrorism."

A former Soviet republic, this Muslim nation of 25.6 million plays a key role in White House plans to dominate key Central Asian oil producing states - the region I call "Petrolistan."

<snip>

Uzbekistan, hailed by the White House as "our partner in the global war against terrorism," is a favoured U.S. ally and aid recipient. Secretary Rumsfeld says relations between the U.S. and Uzbekistan are "growing stronger every month."

<snip>

Uzbekistan holds over 7,000 political prisoners under unspeakable conditions - more political prisoners than held in the Soviet gulag during the 1980s. Prisoners are subjected to electric torture, burning with blowtorches, boiling alive, gang rapes, acid baths, and other atrocities.

Above quotes from columnist Eric Margolis in the Toronto Sun. Margolis BTW is a US Army veteran, a fiscal conservative and right-winger. He can hardly be accused of being a bleeding heart liberal.
And if you think Margolis might be exaggerating when he talks of people being boiled alive in Uzbekistan check out this link (be prepared for gruesome pictures).
