Why do terrorism and the economy alternate as issues?

Why do terrorism and the economy alternate as issues?
It seems that the news on Iraq and terror has gotten worse as of late with increased violence in Iraq and around the world like in Madrid at the same time economic news gets better. Around October and November it was the same thing. Then between December and March economic news got worse at the same time terrorism and war news got better with the capture of Saddam and fewer attacks in Iraq. Isn't wierd how they don't stay both bad or both good?

headlines when the shrub want's it to.
