I think Condi would trip up under oath or evade the questions in such a way that it will call attention to the fact that * is not testifying under oath. If Condi says "I can't answer that question. Only the pResident can answer that", for instance, then the issue becomes "We need to hear from the President" and his refusal to testify under oath will leave doubts aplenty. This is part of the reason why they don't want her to testify. It opens up a Pandora's Box.

attempt at damage contol.

To use the Watergate analogy once again, the Nixon Administration
tried to do this. One by one the whitehouse insiders were jetisoned,
hoping that the public would be satisfied with that. It didn't work then
and it won't work now. If they try to blame it all on one team member,
it just begs the question as to how much they all have to answer for.
