The judgement of history constrains politicians a lot more than is commonly believed. It kept Nixon from dropping a nuclear bomb on North Vietnam. It should prompt the Bush administration to reconsider their decision not to cooperate with the September 11 Commission.
100 years from now, school children will study what happened on September 11th and how America responded to it. By then it will be easily seen that Bush exploited the attack for political purposes. However, that outcome is not inevitable. If they change their response now, they stand a chance of being seen as having behaved righteously.
Condoleezza Rice ought to be particularly conscious of history. She has done a lot to break with tradition; how sad it will be if her career comes to some dismal end. She should not cover up for Bush.
