Brings up the attempt to assassinate Bush 41 (I thought that was discounted)

Clarke: ran it through decision process, I would love to be able to tell you who did it. Most possiblity, State Dept. or Chief of Staff (Andy Card, I think)

A decision was needed was because the grounding was still in effect.
