Implementation of home rule.

--Home rule would have really screwed us. As it is, a portion of the money that our village takes in is lumped into a general fund with other villages in Illinois that have less than 20,000 citizens. Some day, home rule might be a good thing for us, but not until the framework to do so is set. In this economy, it's best that we band together. We all thought that the vote would be much closer, but it was 2 to 1 against home rule. Excellent.--
