Who was the last president that was unpopular in his reelection?
Who was the last one to run for re-election but was an inevitable loser? How did congress treat them? How did others treat them?

Either Carter or Truman. Bush senior was in pretty bad shape. Nor should you classify Baby Bush as a sure loser. There is still time for him to come back and win, and win handily.
