Senator Bill Frist I believe is on crack!
Here is his e-mail letter covering his legislative agenda.

Lots of work to do.........

Spending
We will spend March on the budget. Our deficit is too high ... it's been caused by recession coupled with war. Now that the economy is growing again (thanks to President Bush's leadership), we must cut spending. It's not enough to beat back $1.3 trillion in Democrat amendments to further increase spending, as we did in 2003. More government spending leads to less liberty. We must do better. And we will.

Gun Liability
It's time to address this. Special interest trial lawyers are unfairly targeting gun manufacturers, forcing them to pay huge awards for crimes committed with firearms they produced. This is like suing Saturn or Ford for reckless drivers' accidents. It is wrong. The Senate will soon take up legislation to stop these abusive lawsuits. Democrats may try to filibuster the bill or load it up with big-ticket amendments to prevent it from becoming law. But I'm confident that we will prevail and get this bill to the President's desk. Need your vocal support on this one.

Marriage
Activist judges in Massachusetts and the Mayor of San Francisco are working to radically redefine marriage from what it has always been in our civilization, the union of a man and a woman. We did not seek this fight, but neither will we shrink from it. Marriage is too important. It's the cornerstone of our society and the best way to raise children, and we will defend it. If that means we pass a constitutional amendment, as seems increasingly likely, we will do it. This is a defining issue for our society.

Tort reform
Special interest trial lawyers are driving up the costs on everything from airfare to step ladders to medical care because of huge out-of-control, frivolous lawsuits -- which primarily enrich unscrupulous trial lawyers, not plaintiffs. In some counties, it's getting difficult to find an OB/GYN or get trauma care thanks to huge medical liability insurance costs that drive doctors away. Please support our efforts on class action reform, asbestos litigation reform, and medical liability reform. We will bring all to the Senate floor in the coming weeks.

Life issues
The Senate will soon take up legislation to make it illegal to injure or kill an unborn child during the commission of a crime against the mother. The Scott Peterson murder trial in California demonstrates what Americans already know: Laci and her unborn child Connor were both victims. Twenty-eight states already have laws on the books to recognize both victims, but the federal government doesn't. We will act on the Senate floor and this will soon change.

Taxes
We will work to make permanent the President's tax cuts in 2004. Under a quirk of legislative procedure, many of the Bush tax cuts expire this year unless we ct; others will sunset within 10 years. Democrats pledge to raise your taxes by letting the tax cuts expire. We will fight for permanent tax relief to ensure that our economy will continue to surge back to life. You are the best steward of the money you earn.

Judges
In 2004, the Republican Senate Majority will continue to insist on up-or-down votes on all of the President's judicial nominees. Senate Democrats have undertaken an unprecedented filibuster of six judge nominees, and they're signaling they will filibuster new nominees in the coming months. They hope they can stop the President from putting on the courts judges who will strictly interpret the law, not legislate from the bench. But we will continue to press ahead, insisting on simple fairness. We will not back down, we will not cut a deal, and we will not blink. We will stand firm until each judge gets the up-or-down vote he or she deserves.

1. VOLPAC = Volunteers
Its a reference to the state (Tennessee) nickname of the Volunteer State. It may have been more realistically chosen to attract the rabid University of Tennessee sports fans (UT Volunteers, shortened to "Vols"). Original name chosen for the state's quantity and quality of volunteers in many wars (Civil, 1812, Spanish - American, etc.).

But why is Frist on crack?

...to impede the investigation of him and his staff of maggots stealing Democratic computer files. The ricin scare slowed down that investigation, as his floor was sealed.

Perhaps Frist is fantasizing about torturing more cats?
