let's talk Budgets again...

I was looking for info as to where in Jr's budget that shows actual cuts in vets benefits...I know it's an old subject but if anyone has actually read the budget for 2003 or 2004 can you direct me to the proper section that would contain that info...or at least a site that would have that info outlined...a repugnican quoted a Brite Hume article and says that he speaks the truth and shows that the Democrats are wrong...well I think they are wrong and would like to prove it...
I see it everywhere mentioned in articles on lots of websites that it's in the budget and some benefits are going to be cut, but I can't find it exactly...will I ever(?)...or is it that damned "fine print"...?
