Sen. Yvonne B. Miller, D-Norfolk, said the deal looked like a kickback to the corporation for relocating the world headquarters of its cigarette division from New York to Richmond last year.

"In the old days, they said kickbacks were illegal," Miller said. "People have gone to prison for the things we are pushing today in this Senate."

headline in the newspaper was more damning... Online they call it a 6 million dollar tax break for PM, in the paper it is listed as a $120 mil tax break.

How that for the "party of smaller government"?
