Iraq and Saddam Hussein clearly had the human and technical capabilities to develop weapons of mass destruction. They had the programs in place. They never lost the intention to have such weapons.

You can have intention, you can have programs, you can have capability to deliver. He may not have the stockpile at the moment. But there was no doubt in my mind, in the President's mind, or any of us who have thought about this and examined this, that there was no intention on his part not to have the intention for such weapons and programs.

1. guess what colin,
I know another country who has the capability, technology, and intention to have WMD programs. They even have huge stockpiles ready to fire. And they support terrorism! It's called America. Try invading ther... oh wait... you already did...

We invaded Iraq, killing over 500 of our soldiers and 10,000 Iraqis, because Saddam had intentions of developing weapons of mass destruction program related activites?

It's more like;

8. It's important to establish intention as actionable, for reasons both

external and domestic.

Obviously, it is necessary for the voting class to accept the principle that the planet is US property and any "nationhood" or "sovereignty" are like "self-defense," privileges that the US alone has the authority to bestow or revoke, according to its will.

Nations who actively seek, desire or intend, to engage in activities that could be interpreted as a potential deterrent or impediment to military operations against it to impose America's will, and/or secure natural resources, must be treated as acts of war, and an imminent threat to US business interests.

Domestically, it is necessary to transistion from outdated legal concepts to the doctrine of pre-emptive law enforcement, and the stamping out of anti-regime sentiment within the US itself.

Establishing intention as a prosecutable crime is a vital part of the war against terror.
