Description
The Coalition Provisional Authority (CPA) Contracting Office, Baghdad, Iraq has a requirement for Support Base Camps at three New Iraqi Military bases in Iraq. The requirement includes, but is not limited to: fire protection; base motor pool; water craft maintenance facility; food services; laundry services; morale, welfare and recreation services; clothing issue; retail outlet; barber services; and postal services. The solicitation number is FY5866-04-R-0002. This action is unrestricted and provides for full and open competition. The awarded contract will be a Fixed Price, Indefinite Delivery/Indefinite Quantity type contract under FAR Part 12 ? Acquisition of Commercial Items. The ordering period will be one year from award with a twelve month option period. The solicitation will be posted at www.fedbizopps.gov not later than 12 Feb 04.

Military base construction is their stock and trade.

4. Fixed Price contracts are not audited
as a general rule; although the proposal is reviewed for it's "realism". The Gov't generally doesn't care how much is spent on the contract since the price is capped at it's negotiated value; so long as the job gets done.

There is lot's of room for fraud here though since Halliburton can't even count the meals it has served; how could it ever come up with a realistic estimate?????
