2. How do you figure that?

You'd have to begin back in the Eisenhower administration, when U.S. "advisers" were sent in, but we'll start here with McNamara. The last Americans left as the North Vietnamese armed forces entered Saigon on April 30, 1975, bringing the war to an end. Rumsfeld became Secretary of Defense in November of that year.
