Ky. Vote Gives Democrats Chance to Win
FRANKFORT, Ky. - Soundly defeated in last year's governor's race, former state attorney general Ben Chandler looked to finish the House term of the man who beat him and end a long Democratic losing streak in congressional special elections.
Chandler, scion of one of Kentucky's most prominent political families, ran against Republican Alice Forgy Kerr to fill the remainder of Gov. Ernie Fletcher's term in the central Kentucky district that includes Lexington and the state capital of Frankfort.
If Chandler wins the nation's first federal election of 2004, it would be the first time since 1991 that Democrats have won a Republican-held seat in a special election. Republicans hold a 228-204 majority in the House, with two vacancies and one independent.
