Forgive me if this has been discussed and I missed it.

But Bush missed his flight physical in July 1972 -- and then he never attempted to make up for it. He didn't seek a physical in August or September. If it was an error of omission or inconvenience (as Karen Hughes asserted), all he had to do was go see a military flight surgeon in either Texas or Alabama to correct it. But he didn't. Instead, on Sept. 5th, he received authorization from Texas to work on the Senate campaign and also to perform some of his service in Alabama. On Sept. 29 -- after six to eight weeks of taking no action to remedy the discrepancy -- Bush was suspended as a pilot "failure to take annual physical."
What does this add to the mix? Did the scrubbed records contain any correspondence between Bush and the Texas Guard regarding the missed flight physical? Did Bush, after receiving millions of dollars worth of flight training from the Texas Army National Guard, deliberately refuse to maintain his flying privileges in order to stay in Alabama?
And if so isn't THE ISSUE also one of dereliction of duty?
Dereliction in the performance of duties
a. That the accused had certain duties;
b. That the accused knew or reasonably should have known of the duties; and
c. That the accused was (willfully) (through neglect or culpable inefficiency) derelict in the performance of those duties.
