Executive Order 13303 - legal immunity for oil companies in Iraq

I couldn't find if this was posted here already, I saw something about it on Atrios' site this morning. This is truly disgusting.

A snippet from the article:

Under this Order, an oil company complicit in human rights violations, or one that causes environmental damage, would be immune from lawsuits. The language of the Executive Order is so broad that it might as well have been written by lawyers for Halliburton, ExxonMobil and ChevronTexaco.

1. Isn't there some kind of checks on abuses of Executive Oreders?
I'm always reading about these Executive Orders of Bush*. What kinds of checks and balances exist for Executive Orders? Is Congress allowed to stop them? The Courts?
