And with the onset of higher taxes to finance social welfare programs, said O'Connor, a 15-year homemaker, a second household income was necessary to make ends meet.

Two things:

1. If there hadn't been an expansion of social welfare programs during the depression, does she really think that there wouldn't be a necessity for two incomes? There was child labor at the beginning of the last century!
2. Wasn't there like a 90% tax bracket during the depression, and like a 38% highest one now? Wouldn't that mean it's easier to live on one income?
