The Ashcroft Steroid Bust and the SOTU: Which came first?

Did you ask yourself how strange it was for Bush to include steroids in his State of the Union Address? I know I certainly did. Steroids? Now there's an issue to grab America's attention and hold it.

Well today it all makes sense. On CNN Headline News they showed * talking about steroids during the SOTU and during the story about the bust. My theory is that Rove knew about the steroid bust in advance and had it included in the SOTU to make Bush look like he was tough on crime. It also made him look like he was doing something other than lie and bumble his way through his Presidency.
