Move to Screen Bush File in 90's Is Reported

HOUSTON, Feb. 11 — A retired lieutenant colonel in the Texas National Guard complained to a member of the Texas Senate in 1998 that aides to Gov. George W. Bush improperly screened Mr. Bush's National Guard files in a search for information that could embarrass the governor in future elections.

The retired officer, Bill Burkett, said in the letter to Senator Gonzalo Barrientos, a Democrat from Austin, that Dan Bartlett, then a senior aide to Governor Bush and now White House communications director, and Gen. Daniel James, then the head of the Texas National Guard, reviewed the file to "make sure nothing will embarrass the governor during his re-election campaign."

The other Guard officer who Mr. Burkett says was with him the day he saw General Scribner going though the records, George Conn, declined in an e-mail message to comment on Mr. Burkett's statements. But Mr. Conn, a former chief warrant officer for the Texas Guard and now a civilian on duty with American forces in Europe, said: "I know LTC Bill Burkett and served with him several years ago in the Texas Army National Guard. I believe him to be honest and forthright. He `calls things like he sees them.' "

A retired officer, Lt. Col. Dennis Adams, said Mr. Burkett told him of the incidents shortly after they happened. "We talked about them several different times," said Mr. Adams, who spent 15 years in the Texas Guard and 12 years on active duty in the Army. He now works for the Texas Department of Public Safety as a security officer guarding the state Capitol.

In telephone interviews this week from his home near Abilene, Mr. Burkett, 55, a systems analyst with 27 years in the National Guard including service as deputy commandant of the New Mexico Military Academy, said he happened to be in General James' office at Camp Mabry in Austin in mid-1997 and overheard Mr. Allbaugh on a speakerphone telling General James that Mr. Bartlett and Karen P. Hughes, another aide to Governor Bush, would be coming to the Guard offices to review Mr. Bush's military files.

March 19, 2003—I've sat in total grief for the past three years, watching the institutions of America being spent as if they were lottery winnings.

I don't want to say it, "But I told you so."

In January of 1998 and what seems like a full lifetime ago, I was stricken by a deadly case of meningoencephalitis. I was returning from a short duty trip to Panama as a team chief to inspect the hand over of Ft. Clayton to the Panamanians. I had been 'loaned' from the senior staff and state planning officer of the Texas National Guard to the Department of the Army for a series of these special projects after angering George W. Bush by refusing to falsify readiness information and reports; confronting a fraudulent funding scheme which kept 'ghost' soldiers on the books for additional funding, and refusing to alter official personnel records .

George W. Bush and his lieutenants were mad. They ordered that I not be accessed to emergency medical care services, healthcare benefits I earned by my official duty; and I was withheld from medical care for 154 days before I was withdrawn from Texas responsibility by the Department of the Army, by order of the White House.

Today the aircraft carrier USS Abraham Lincoln returned to port in Everett, Washington after being deployed for ten months. President Bush addressed the nation regarding the end of hostilities in Iraq from the deck of the Abraham Lincoln last week. For some veterans, the sight of George W. Bush landing on the aircraft carrier was a sore point.

Although Bush's autobiography states he was a fighter pilot, his military record show that through a disciplinary action, he lost his flying privileges and never served in combat. Last week, Peace Watch spoke with 28 year Army veteran Lt. Colonel Bill Burkett who shares some little known facts about how president select Bush came to be in the Texas National Guard.

Bush basically tried to kill Burkett. The ruthlessness of Bush and Rove is sickening.

to do damage control for her boy. She wasn't all that effective, though, on the DUI in Maine. She spun and spun till she was dizzy.

My guess is that it does not. However, the fact that this is in the NYTimes is incouraging.
