Bush* is definitely losing it
He has just signed an executive order re-affirming sanction on Iraq. There is no government of Iraq and sanctions on dirt don't do so well. We currently are the acting government of Iraq so I guess he is sanctioning us. Sanctions only apply to governments. What the hell is going on? Has he really gone off the deep end here?

2. He wants the Iraqi people, who are against the Occupation, to suffer & die
It's as simple as that.

4. Fascism at work
Assuming he hasn't gone completely nuts, the rationale here is very simple. As long as the sanctions remain in place, American businesses can't move into Iraq without government invitation. There's money to be stolen in Iraq and the neocons want to be absolutely sure that they're the only ones who will be stealing it.
