7. Foolish, dangerous current game of W... mix "could" as justification
with his new doctrine of "preemption". Now every country on the planet is a potential target. While the whole farce moving into Iraq (up to and including the leak that the US was spying on members of the UN Security Council to get info that could be used to bully a vote for the US position...) demonstrated this to the world (staring, imo, the ball roling for future geopolitical realignments)... Bush's saying this publically - should start making more of the public aware of the international perspective - and raise more alarms of long-term reprecussions of such stated policies.

Start watching for more international cooperation (exluding the US) among powers that if allied in the past would put the old coldwarriors on high alert - China and Russia; Russia and Europe; China and the major southeast asia powers... And oddly enough - due to our expended international capital... we are encouraging some of it... we are asking China, Japan... and even Russia - to be major players in brokering some kind of agreement with North Korea.

"Could" and "Pre-emption" do NOT work well together.
