Is there any country in the world that doesn't have a weapons program.

Is there any country in the world that doesn't have a weapons program.
It doesn't matter how small the country I'm sure they have some sort of contingency plans for being attacked. I'm sure every single country on the face of the planet has looked at weapons capability and had some sort of "program related activities". They would be derelict if they didn't. That doesn't mean any of them have the actual weapons just that they have been reviewed.

I don't think Nepal has a weapons program, either.

I did read a while back that the NYPD has more officers than they have soldiers however...
