1. They legally have to.

Stations that accept political advertising are bound to sell all candidate committees advertising at the lowest rate possible.

I know that doesn't answer your question as to whether they actually do, but they're supposed to.

3. doesn't really matter

when you have networks that will not play "issue" ads ie CBS and move-on. I keep saying cancel cable and boycott the advertisers. Money is the only god they worship and it is the only way to force change.
