Don't think it was a boat, but rather anti-aircraft batteries set up at a WTO meeting as a defense against hijacked airplanes being creashed in to the building. This was in response to a direct threat and proves that this nonsense from Condi Rice - 'they had no idea' (about the threats of 9/11) is utter bullshit.
