Are the biggest barriers to global recovery 'political, not economic'?(UK)

Writing in the Financial Times, he says the biggest barriers to sustainable recovery are political, not economic. Do you agree?

Which economists have never really had to worry about much before, and so don't really fit into economic theories well. Its also a good explanation for why we have had so many "we don't know why this isn't working" moments in the past ten years.
